The percent of registered voters actually voting in general elections is lower than the number of registered voters. On average about 70 percent of the population, registered to vote, cast a ballot during the presidential election years of 2004 and 2008. In non-presidential year elections, 2006 and 2010, only an average of 41 percent of registered voters turned out to vote.
