According to the No Child Left Behind Act of 2001 (NCLB) all students should be proficient in reading and mathematics by the end of AY2013 – 2014. To reach 100 percent, the North Carolina Department of Public Instruction (NC DPI) has established annual target goals for each grade level and subject. When broken down by subgroup, only white students reach the target annual goal in every subject and grade. In almost all cases, students with a limited English proficiency or a disability are below the target rate.
